Consent, Debar, and up-gradation Issues

Debar Cases (Exit from Program) according to new policy announced on 23rd Dec. 2021 (link of Policy) are given as:

A candidate may give consent exclusively in one program only. To move forward to the round 02, a candidate must have to give consent in round 01. and to move forward to the round 03, a candidate must have to give consent in round 02.

  1. If a trainee gets admission, but he/she does not give consent and does not join, he/she will exit the program without penalty.
  2. If a trainee gets admission, but he/she does give consent and does not join, he/she will exit the program with the penalty of being debarred from applying in the next induction.
  3. If a trainee gets admission, gives consent, and joins and exits the program within six months without any approval by the Administrative Department he/she will be debarred from applying in the next three induction programs & will refund the whole stipend earned during the period of training.
  4. If a trainee joins and then leaves without informing after more than six months, he/she will be debarred from applying in the next three induction programs & will refund the whole stipend earned during the period of training.
  5. If a trainee gets admission, joins, and then applies for leaving the program, his case will be presented and processed by the institutional PG Committee. The Head of the Institution will discuss the resignation with the candidate and the Program Director and will upload the resignation on PRP Portal and will forward the application to the Specialized Healthcare & Medical Education Department with clear recommendations. SHC & ME Department will decide about debarring him/her for applying in two consecutive induction and recovery of the whole stipend. He/She shall also submit no due certificate. The candidate will not leave the training site until the final outcome of his / her application. The candidate can withdraw his / her resignation within 15 days of tendering the resignation.
  6. All such orders of exit and/or acceptance of resignation from the program will be issued by SHC&ME Department.
  7. The regular employees of the Primary & Secondary Healthcare Department & Specialized Healthcare & Medical Education Department will be placed at the disposal of their parent department once their resignation from PG training is approved by SHC&ME Department.
Debar Cases according to old policy:

This post was written according to the instructions given in the official email received by the candidates during and after induction. All these cases were taken from old portal of PRP. (See Picture at this link).

Case 1:
i. You got selected in first merit list.
ii. You provide consent for the selection.
iii. You got selected in second merit list (at same or other preference).
iv. You did not provide consent for the selection.
Decision: You will be de-barred for six months and won’t be allowed to apply in next induction.

Case 2:
i. You got selected in first merit list.
ii. You provide consent for the selection.
iii. You got selected in second merit list (at same or other preference).
iv. You provide consent for the selection.
v. You got selected in third merit list (at same or other preference).
vi. You did not provide consent for the selection.
Decision: You will be de-barred for six months and won’t be allowed to apply in next induction.

Case 3:
i. You got selected in first merit list.
ii. You provide consent for the selection.
iii. You got selected in second merit list (at same or other preference).
iv. You provide consent for the selection.
v. You got selected in third merit list (at same or other preference).
vi. You provide consent for the selection but did not join.
Decision: You will be de-barred for six months and won’t be allowed to apply in next induction.

Case 4:
i. You did not get selected in first merit list.
ii. You got selected in second merit list.
iii. You provide consent for the selection.
iv. You got selected in third merit list (at same or other preference).
v. You did not provide consent for the selection.
Decision: You will be de-barred for six months and won’t be allowed to apply in next induction.

Case 5:
i. You did not get selected in first merit list.
ii. You did not get selected in second merit list.
iii. You got selected in third merit list.
iv. You provide consent for the selection but did not join.
Decision: You will be de-barred for six months and won’t be allowed to apply in the next induction.

Different cases Debar for period of one year:
1- If RTMC no. / University Registration number has already been issued to the selected candidate, his/her selection will become void and he/she will be debarred for 1 year. (Important: Now, the National Residency Program (NRP) of CPSP handles these kinds of requests. So, confirm from them before applying in CIP or changing the RTMC)
2- If you fail to give joining within the stipulated time after signing consent, you will be debarred for 1 year.

Issue / Discrepancy:
These cases were taken from the official emails received by the candidates. All the cases are straight forward but the two highlighted cases yellow are opposite of each other. One says debar for six month and others say debar for one year. This point is still not clear on my side.
